The role of Registered Manager within the fostering service requires skill, knowledge and leadership qualities. The Fostering Regulations and standards clearly expects the person to safeguard and promote the welfare of children placed in the fostering agency and manage the challenges this brings with care and competence. 

There is an expectation on the Registered Manager to have a good overview of the service and those within this, including managing resources, staff and having a good oversight of carers and children in their care.

The role and responsibilities includes adhering to the agency “statement of purpose” and ensuring that all decision making and management oversight is reflective of the Regulations, Standards and guidance in place to keep the “agency safe”, and of course ensure that children and foster carers are at the heart of the service.

The Registered Manager is often pulled between practice and strategic oversight, The role is likely to have supervisory responsibility, and helping the team develop practice, whilst knowing themes and patterns and how they have wider implication for the whole service.We will consider how monitoring informs practice and service development, and how the role “fits” with the wider organisation.

About the trainer

Catherine Lockett, who is a registered social worker has worked within various social care settings for 41 years as a social work practitioner and in various senior management positions. Many years have been within fostering settings within local authority and the independent sector. Catherine is an associate for NAFP and takes a lead on practice discussions. The work of assessing partners has been developed as a request from members in an attempt to share good practice and develop some consistency around this complex area. NAFP would like to thank the fostering agencies that shared their existing policies to support this work.
